Established in 1988, Guiuan Development Foundation, Inc. (GDFI) has since then focused on Community Empowerment; DRR-CCA Capacity Building; Coastal Resource Conservation, Enhancement, and Development; Sustainable Livelihoods, and Partnership Building. GDFI works with 7 coastal municipalities in the southern portion of the province of Eastern Samar fronting the northern Leyte Gulf. These are the municipalities of Guiuan, Mercedes, Salcedo, Quinapondan, Giporlos, Balangiga, and Lawaan. All these municipalities are classified as low income municipalities except for Guiuan. Fishing and farming (basically rice and coconut) are the major sources of income of the people in these municipalities and both are severely impacted by Typhoon Haiyan/Yolanda in 2013 and Typhoon Hagupit/Ruby in 2014.
